This was the ARRL's idea in petitioning for incentive licensing in 1963. They
wanted to return to the era when o{the predecessor of the general license
alowed for cw operation (plus 2 relatively undesirable phone bands). If you
took an additional exam on radiotelephone subjects, you would gain access to
the more desirable phone ban
